Can cities bill each other for office over-capacity, or pay each other for creating housing? Perhaps this can give officials "cover".

Could make this a CA proposition. Encourages responsible behavior and unit creation, powered by city councils acting in city-interest.

But "office-housing trading" must be properly planned, using game theory. We don't want more accidental cases of mass larceny like Prop 13.
