You don't have to repeal it, just tweak percentages. A lot of people could accept 1.5% yearly appreciation instead of 1% for instance.

Distinction without a difference. 1% after 20 yrs is 22% of base, 1.5% is 34%. Housing value currently 100s% over assessed. Never catch up.

That is split roll, and it is problematic because it financially disincentives towns from approving housing vs jobs.
