Why? The resident is paying low rates as long as they live there. Isn’t that the issue people bring up for supporting prop 13?

Yes. Capital gains is normal, prop13 gains as a way to collect lost revenue due to low liquidity

Yeah we have a hard enough time agreeing in Oakland and SF. The outer property owner majority suburbs even in the Bay Area are harder
