Are there data/studies on this? I would expect there was probably a pretty high-correlation between home owners and high-income taxes.

Yes Prop13 creates a huge amount of distortions...I am not disagreeing with that at all.

Right. City expenses go up but tax revenue remains flat unless homes sell. Housing supply restraint means city budgets dwindle.
