But to answer: no, I don't. That's a tax purely on new housing, paid only by new residents. We should fund homeless services via tax on all.

Putting that load entirely on new development will greatly slow new housing and put the cost only on new resident. Unfair and ineffective.

NYC can do this across a large region. In an ideal world equity from affluent communities like PA would cross subsidize aff in Oakland.
