In Japan they approach this problem w high speed rail to outlying areas where land is cheaper - something Phil Ting mentioned.

the rail operators own the land upon which they build, and make infrastructure profitable or breakeven through commercial rents.

if you wanted the Japanese system, you would have to reform Prop. 13 to create a land value capture mechanic & remove local control.
