$1b/mi is how much subways cost, in SF. BART to San Jose is projected at $800m/underground-mile. Above-ground... I'm less sure.

That's possible, yeah. But it's an easier extension than the Central Subway, and that's just the underground part. Above-ground is cheaper.

Yes, less complex than the CS but right-of-way for above ground in SV can be costly. Also that is current costs not projected 5 yrs out.

The ROW is mostly streets. (People routinely overestimate the share of ROW costs in infrastructure, even in the Bay Area.)

True! I'm still going to guess that the political will to get either a $4b or $3.2b project to Apple is going to be a challenge..

It's not $4 billion! The $1b/mi examples are underground; the Apple project would be above-round. Think BART to Berryessa costs.
