Most of the Black exodus from Oakland occurred during the Aughts, prior to the upzoning. Chauncey Bailey, before he died, chronicled it. 1/

Some of the most heavily Black parts of Oakland are zoned as single family only small residential lots. Obviously there's more to the story.

More predominantly white communities like Berkeley/SF downzoned in the 1970s after Fair Housing passed in 1968.
