the issue is that after re-development was dissolved.... there aren't strong funding sources beyond local bonds & inclusionary

& bc inclusionary is dependent on mkt rate, the most politically feasible thing in the short-term is to do a lot of mkt rate & inclusionary.

yeah, so let's figure out how to do 5K total, 1-2K inclusionary. rather than 2K total, 400 inclusionary, which is trailing pace.
