That's a bit dramatic- tents can't be confiscated if there is no bed to go to. Nobody goes from tent to gutter.

the city budget is obscenely huge - they need to make better choices about allocating funds effectively.

well "housing first" is often the first step toward stabilizing someone's mental health, then employability, etc.
