actually all but about ~1B of the city + county's 9.6B budget is pre-allocated.

logical to me that cost to house or shelter homeless people might go up by a commensurate amt given land, leasing costs

program if a homeless person has a willing relative or friend elsewhere, they get a bus ticket.
