Despite Prop 13, CA still collects plenty in taxes--4th largest % of state GDP in US.

Why? Most school funding already flows from state. Relationship to prop tax is already quite tenuous.

taxes incentivize or disincentivize behavior. Low effective property tax rates are capitalized into higher property values.
