So, as you later pointed out, municipal fragmentation is the issue – not that Menlo Park is permitting too much office space
but as long as municipal fragmentation exists (and will not change for the foreseeable future) jobs-housing is what we have.
This is why I feel San Francisco should take a page out of New York's book, and Annex Brook-er I mean Brisbane
Helpful, but wrong direction. Devolution is good, but tax system puts local govs in impossible place.
