the MUD taxes itself to pay utilities. once paid off, there is the agreement that city will auto-annex.
maybe more accurate to say they tax themselves to build infrastructure. usually buy the water from local utility.
so, people buying a homes basically pre-agree to annexation by buying in a MUD.
