I think received wisdom is that annexation helps us capture suburban tax $$ and require better/"urbanish" subdivision code
that's interesting bc in CA, suburbs vehemently resist any form of annexation. How do they agree to being absorbed in TX?
(although Austin's subdivision code is notably crap)
