don't confuse this with Prop 13 which was enacted to keep homeowners from being run out of their houses by rising taxes.

for one, it didn't have to blanket all property. It could've just done primary residences.

@kimmaicutler the problem with Prop 13 is CA taxing everything it gets its hands on. No repeal support while we have 13.3% max income tax -
I don't support repealing Prop. 13. I support reforming it over a very long period of time.
