legacy. Most of these companies started in the burbs, then there's power of inertia. The post 2008 cos started in SF.

I think this could be an issue for bringing BART, it shows that as a county we are not serious about development near BART.

we need more housing near transit, but this is only half the story. tech campuses usually not located near transit either
