A good way to understand CA wildfires, & thus the limits of many evacuation orders, is to pull up a Google map & switch to Terrain view. This order runs from the flatlands of Fremont on the W to the flatlands of the Central Valley on the E. The message: Don't build in the hills!
The population density in the yellow is likely incredibly low, luckily. It’s mostly cattle ranches/Williamson Act land and regional parks/reservoirs.
