I would doubt that. A significant percentage of people I know have moved, to adjust to this new normal (lower rent, fewer roommates). Most people aren't even aware that there are supervisor elections happening in November, and don't know who their new supervisor is.
I would push back against the theory that people haven’t moved into the City. plenty of new grads & those beginning/in the early stages of their career are still moving to SF
