I'm still learning about how the San Francisco city budget process works. I'm really surprised, however, at how few people are at my supervisor's budget town hall meeting: just 42. Is this not a high leverage way to impact the budget process?

Something I'm curious about though, some of those set asides (say for police staffing) don't mandate the entire SFPD budget. Doesn't the mayor have power to reduce budget and they have to spend less on, say, capital expenses?
