There’s also a pandemic of “rent is due soon” headlines and zero action to help people deal with it on the federal and state levels.

The Privileges and Immunities Clause makes this more of a federal problem and the lack of coordination at the top shows. A single states actions couldn't withstand another's inaction. Germany operates under federalism too, but they had a coordinated response.
