I've always wondered about blended models of at-large seats w/ districts. I don't know if much data exists, but this seems like a good way to preserve representation and improve the deliberation process.

Most At large seats are not done decided in an equitable manner historically in the US. I.E. you got 10 seats everyone votes for ten candidates top ten win. Proportional rep would work much better and ensure ethnic minority representation.

Brazil for example has no "congressional districts" and elects members to the chamber of deputies using open list proportional representation. No reason such a thing couldn't work in US. Might even encourage local municipal coalitions!
