If CA reformed Prop. 13, this would absolutely be true. But the CA structure means that the benefit of public infrastructure investment is mostly captured by private property owners even if they themselves had nothing to do with the effort to improve transit, etc.

Is "reform Prop 13" a kinder, gentler way to say raise property taxes? So at the end of the day, you're saying home owners should subsidize government trains. How are those 2 related? I dont see the connection.
