One honest question I have about this story is -- what do you do with regard to employees abroad? How much is it on them to understand the nuances of racial politics in a totally different country? That's a good question and something companies should be thinking about. I do think it's fundamental for any employee to realize that making these kinds of remarks about an oppressed group in a foreign culture is not okay.

Same would hold for Aboriginal Australians, Romani/Gypsies, etc. Some of this is basic human decency and I don't think a lack of direct familiarity w/ American racism is a mitigating factor for those kind of remarks.
