I think it's going to happen this time. A lot of the next FAANG-level co's will be Chinese. Docker and npm and remote comm tools + the location flexibility movement might add up to preferring cheaper, remote workers. Software is a mature industry.
New co's themselves might be Chinese sure, but the factors that prevented it from happening across the board last time still exist--it's just hard to manage large, widely distributed teams. Time zones are real, as are cultural and language difs. Tho tooling is better now for sure
