It’s partly personality driven but I think the way mayoral and gubernatorial responsibilities are divided in New York sets up the mayor and governor for conflict.

San Francisco has a strong public health department, maybe the best in the nation and deep expertise in communicable and fatal diseases - Newsom was always a strong supporter of public health and he listens to the science and the data.

I’ve seen murmurs that Newsom did a poor job of protecting nursing homes. Though maybe SF’s low death count suggests that Breed did a good job of that.

In time, I think it will become more clear to all that the NYC strain from Europe mutated and is more deadly than the strain that came into CA/WA directly from China. It’s more luck than governance (caveat: De Blasio was outrageously cavalier when it was hitting his City).
