It's like 300-500 of them and subsidizing via tuition seems like the wrong way to go. Not sure about NSF now but in the old days it was the primary source & worked well enough. When I did mine at UMich it was funded by the industry.

Any reason why subsidizing with tuition is the wrong way to go, besides the obvious risk of shocks like this one?
