three months is not a lot of time, but can power networks be rewired to isolate, shrink the geographical areas where outages occur and let other areas get power during those days from elsewhere?

What's going to be especially gnarly about this is that if power is out during a heat wave, people won't be able to use AC; but because of the pandemic, they may also not be able to go to cooling centers. Someone is thinking about this at the local, county and state level right?

Thinking out loud, it sounds like there could be an opportunity here for an employment/stimulus program: Identify vulnerable individuals who live in at risk areas and train/pay people to install self-contained solar powered systems to at least cool a bedroom.
