All the major cities that have case and death numbers as low as SF’s have reopened or never locked down to begin with.

I think the six county health officers make their decisions in unison. Singapore opened up again but then shut down after outbreaks in congregate settings. SF has multiple outbreaks in congregate settings right now. Shelters, SROs, etc
