Isolating positive cases in centralized quarantines and having healthy people spend more time outside (in the open air) are both effective; most US policies appear to be the exact opposite 
Korea’s been doing in-home, not centralized, quarantine. I think it could only feasibly work as an option in the US given our culture.

I think we could permit health insurance companies to charge huge fees to people who don’t accept the quarantine, that seems compatible with American culture

Korea also has a fraction of the number of cases we do. We need to push R down further to get our caseload down to manageable numbers.
