Can we say this was directly London Breed's doing? Who else is "the city?" We've had four Supervisors calling for individuals in hotel rooms for weeks. We had to have know that 100 people in a shelter was extremely high risk for an outbreak.

As a homeless provider I can tell you some really low hanging fruit are ppl who've been approved for housing and there's a unit earmarked for them, but bc of shelter in place the process has stopped and the unit is sitting empty while the person is in shelter waiting.
