AFAIK, city hasn’t been approached by any vendors and isn’t soliciting these tools... yet? Probably not as critical in the context of SIP, but expect the argument to be made as SIP is eventually relaxed and aftershock outbreaks occur.

These tools can definitely be made anonymous, there's no reason personal identification needs to be a part. S Korea has done a (reportedly) excellent job of contact traci g and warning all affected people via tracking app - but it's all totally anonymous.
