I don't defend the admin's actions or lack thereof, but I'm not sure this characterization is backed by the evidence. If indeed it's already spreading here, a much bigger factor is mild cases blending in exceptionally well with common colds, so it's hard to even know when to test

Even under ideal conditions, testing everyone with symptoms consistent with mild Covid-19 illness would be a Herculean and possibly wasteful effort. This disease appears well adapted to covert spread, which I imagine would challenge any feasible testing approach.
