Actually, it's not confusing, it's pretty clear that developers don't pay the costs they impose on the city, so more unlimited development doesn't help the city budget (and retirement fund); it makes things worse.

Do the tax rates you pay assessed at 1990s-era levels keep up with the contemporary costs of providing you public roads, fire/safety and public schools? Who offsets that lack of tax revenue? It’s new residents who pay more recently assessed rates that are 6-7X what you pay.
