Runway support for the plane they might be using could be the rationale. But I mean, why not an Air Force base? The ability to use private terminal services for this makes me not particularly freaked out though.

Other details are that China might have some particular air traffic control regulations that might constrain flight plans (military still has pretty high priority for their airspace and there’s lots of constraints) and I think there’s already a direct commercial flight to SFO.

Yes the SFO choice seems very odd to me. There are formerly active military bases that have federal facilities in close proximity (Maher, McClellan to name two NorCal ones) that could host quarantine facilities.

For a remote quarantine site, the former Castle AFB in Merced County could be ideal https://en.m.wikipedia.org/wiki/Castle_Air_Force_Base … This BRAC’ed air base turned commercial airport & AV testing facility is better than the Sacto former bases, which are in a major population center.

Yes. 1. The virus is “silently contagious” with an extended incubation period. Infected persons may show no elevated temperature. The only marker may be point of origin. 2. Will evacuees be self-quarantined? 3. Are people known to be ill being transported?
