      We have a lot of examples where the state government is effectively useless or captive and only munis have the ability or votes to enact positive changes. Arguably true in most US states because of historical border gerrymandering.

      I think it depends on countries. Municipal level in Europe has been a place of progressive experimentation all along the XXth century. Ever heard of Municipal Socialism? This is where public housing is born...

      Red Vienna? Yeah. But a) Vienna is a federal state, and b) the Million Program in Sweden was national.

      Not only red Vienna, municipal housing in Bologna and Milan in the 1910s, 20s, that anticipated national programs. Or municiplalisation of basic services, like transportation, water supply etc. Or progressive planning policies in the 1960-70 in communist-led munis in Italy

      Widespread impact programs are always national. But they often started with local experimentation, at least in Europe.

          That's mostly an American problem. Taxation is much more centralized in most European states, or al least on the regional level. Most budget money are transferred from the central government, even for transit, education, etc.

          I mean, the property tax is less central in local government finance at least in Italy and France, to my knowledge. And there is no thing like a school-related local tax
