the Embarcadero site has so many issues that it would be really, really expensive to develop into a permanent structure, given the foundational/seismic work necessary. If anything permanent was created there, would probably be ultra-luxury bc that site is that expensive to fix.

And so many of the rest are part of projects and area plans that add way less housing than office space, so they really should be counted in the negative column. Totally true, it’s mods and progs BOTH perpetrating the fallacy.

Worse. They build most of the office space in phase1, but a good chunk of the housing is left for the later phases, arriving who knows when.
