Shelters were a frontline response in the early 1980s when this was perceived to be a temporary problem (like a natural disaster that would abate once the economy recovered after the early 1980s recession) versus a long-term emerging structural problem.

Cities are basically running in place to provide at the municipal level what the federal government once provided at the national level.

It's not shelters or permanent housing. It's both - one solves homelessness and one provides immediate crisis response. Here in
@SCCgov we've increased both over the past 5 years. BUT the fundamental crisis will not change until we finally decide build ELI at scale. - 1 more reply
