Willie Brown & his successors kept at the practice of issuing 1000s of citations. It's only relatively recently that failures to appear become debts, not warrants, and that ofcrs use the extrajudicial penalties of property destruction & prevention of rest more often than tickets.
yes the program was removed in name, but still effectively existed.
And even now, I should clarify that the "debts, not warrants" policy choice re: failures to appear is only for "quality of life" infraction citations, whereas 647(e) "lodging in public" is a misdemeanor.
