I argued this very thing in 2007 to a democratic local politician friend of mine and he reluctantly agreed that prop 13 was bad.

They are correct that high government fees require builders to construct high end houses to have a chance at a profit. For example, most people don't know you have to pay a huge fee to government schools before constructing can begin.

One problem is that many of the voters who could change this end up leaving. It is internal gerrymandering — prop13 beneficiaries are locked in place, voting at high rates, while the middle class is effectively carved out of the electorate.
