He's summing up the spending over the years then dividing that by the number of homeless people in a snapshot in time? By that logic the US is full of millionaires because someone with a household income of 50K will exceed the million dollar mark over 40 years career cumulatively

Homelessness is a pretty bad example for that guys argument, since the problem here is exactly that those mansions are not allowed to be built by zoning regs. Doesn't mean more money won't work for other issues like healthcare etc
