Just so it's recognized that a right to shelter maintains social segregation, precarity and "client" status whereas a right to housing restores people more effectively to recognition as fully enfranchised independent members of the community.

consignment to "permanent public housing" might to some sound like social segregation and 'client' status as well. One of the issues with the "chronic homeless[need]" construct - it involves permanently classifying people as indigent.

Talk to people who have lived in (through) the NYC shelter system...
I don’t think mass long term institutionalization is the right answer. But every city can be increasing both emergency and permanent housing. There is nothing stopping us from doing that (except ourselves).Thanks. Twitter will use this to make your timeline better. UndoUndo

@SCCgov has added 125%+ more shelter capacity during the same time period as implementing Measure A. It’s both. And I am not saying we have enough emergency options here - because we don’t by a long shot. We need to do both while focused on advancing housing equity.Thanks.
