Actually, young tenants do vote which is why SF passes the nation's strongest tenant protections. SF's % of non-voting immigrants is very small.

Aside from the very limited scenario of an SF school board election, no immigrant is entitled to vote so not sure what 'SF's % of non-voting immigrants' could mean in the context of local government.
