Exactly. A public utility would have been very reluctant to invest billions of dollars in infrastructure improvements for uncertain benefits.
This is the right conversation to be having. There are big potential pros and big potential cons. And we cannot afford to have an idealistic view of either possibility. Too much is riding on the outcome.
I don't know if a public utility is the answer. But it is hard to imagine any other entity, public or private, doing a worse job of maintaining California's utility infrastructure over the last decade (San Bruno 2010, North Bay Fires 2017, Camp Fire 2018, and now this year).
