People can’t afford to view it as anything but a stopover. The only people I know who stay long-term have family from here (and they often live and even raise kids in their parents’ home or they’re phenomenally wealthy.)

Also, the existing interests of the city make money off the newcomers, and then get mad at the newcomers for being too affluent, and then add even more fees and complications for newcomers, which then perversely means newer newcomers have to be even wealthier to participate.

Rent control is very useful if you don’t anticipate changes to your household in the future — as in if you plan to get married or have kids, or house an elder, or care for a less able family member. Most people leave once they have to take on other responsibilities.
