That's correct, but PG&E really isn't well-situated to be the insurer of last resort for the whole state. The state itself will have to step in and make the system work.

I say both revisiting inverse condemnation and getting state more management & control of the utility. Seems like they are using a butcher knife for brain surgery and I suspect upper management is the main problem.
