Sure, but not the entire company! It feels like they didn’t have a dedicated team working on preparing for a shutoff with key stakeholders.

It is difficult to blame PG&E for lack of preparations at the tunnels. If electricity is critical for your operations, it is on you to know that and take action. Does PG&E need to call every ice cream shop to tell them to buy backup generators?
