thanks for responding. This is the only major highway passage for 20 miles along the East Bay Hills. If it's closed, all of the smaller surrounding capillary streets will get backed up if there's a fire.

My guess is that if they used the backup generators they wouldn’t have another emergency backup and if *those* generators went out (due to fire, for example) it would be very, very bad. See Caldecott Tunnel Fire in 1982 as an example. https://en.m.wikipedia.org/wiki/Caldecott_Tunnel_fire …
