I'm actually more sympathetic to Bolinas residents than, say, Cupertino or Sunnyvale residents. Bolinas is out of the way, its virtue lies in its remoteness and isolation, no one is putting jobs there. Holding back development harms no one. Allowing second-homes and rentals does

The reason for the moratorium is that Bolinas is entirely dependent on shallow groundwater. The meters are for wells, not pipe-delivered water. The moratorium was put in place bc so many people were drilling wells that the aquifer was threatened.
