I understand the significance of companies moving from Silicon Valley to San Francisco, but less understanding of the significance of a company, like Stripe, moving a few miles outside of SF, where it can get more room for less money.

Seems like a necessary and pragmatic move. Companies like Salesforce and Amazon have taken the opposite approach, scaling wildly in SF and Seattle and I dare say that has had a big impact on cost of living in both cities.
